Kabinettsekreterare Frank Belfrage höll ett vackert tal till High-Level Segment of the 13th Session av Human Rights Council i anteckningar står det:

Frank Belfrage, State Secretary for Foreign Affairs of Sweden, said that the international community needed access to technology to be a catalyst for human rights – and to prevent access to technology from becoming a new human rights barrier. New technologies had assisted in bringing the world’s attention to situations in countries which before were hard to access. Acting in the spirit of freedom of expression also meant to acknowledge and pay attention to the role of civil society, in particular human rights defenders. It was important that the human rights community addressed the issue of violations of freedom of expression and new technologies with greater vigour than in the past.

Belfrages tal (Statement by Sweden) handlar om den Svenska synen på mänskliga rättigheter. Vår position är att vi fokuserar på yttrandefrihet och beklagar oss över att vissa andra länder inte håller måttet.

I will focus my intervention on a single area which is of particular concern to Sweden, namely violations of the freedom of opinion and expression, a freedom which is fundamental to the enjoyment of all human rights.

Och naturligtvis är teknik centralt i fråga om rättigheter (min fetstil):

Sweden strongly believes that discussions on the future of the Internet need to integrate human rights concerns. We support the Internet Governance Forum, with its multi-stakeholder approach, as the global platform for discussions on the governance of the Internet, but we believe human rights need to be more profoundly integrated in its work. One example is the discussion on Internet security. We believe that the Internet should be open, accessible and secure, but measures to increase the security of the Internet need to be taken with full respect for human rights.

Det är intressant att man inte väljer att se på andra mänskliga rättigheter där Sverige inte är fullt så bra. Senaste årens lagstiftning (tex FRA, IPRED) visar att integritet som mänsklig rättighet är knappast något som vi uppfattar som fullt så viktigt. Lite hycklande när man kan klaga på andra länder som väljer bort rättigheter utan att se på vår egen beteende. Hur som helst var det ett vackert tal om vikten av att skydda yttrandefrihet onine. Bara konstigt att de ska komma från ett land som kräver att man registrerar hemsidor (läs mer Olsson Yttrandefrihet på nätet s. 15) innan den grundläggande mänsklig rättighet (yttrandefrihet) ska gälla.

Mänskliga rättigheter ska gälla för att vi är människor inte för att vi har registrerat oss. Annars hade de hetat registrerade rättigheter.

   Man har yttrandefrihet även om man inte registrerar sin hemsida (= skaffar utgivningsbevis). Den praktiska skillnaden är att man då måste följa PUL, och att ens yttrandefrihete då måste vägas mot den mot den andres integritetsskydd. Eftersom integritet också är en mänsklig rättighet, och det ligger i dessas rättigheters natur att de ibland kolliderar, så tycker jag knappast att man kan säga att registrering krävs för yttrandefrihet. Då skulle övriga länder (som saknar regelverk i stil med TF/YGL) aldrig kunna sägas ha yttrandefrihet.
